Do CB Radios Need a License in the United States?

A properly installed CB is one of the few two-way radio setups you can put in a pickup, rig, trail vehicle, or base station and use without first applying for an operator license. Still, the question “do CB radios need a license?” has a catch: the answer is no for a legal CB radio operating within CB rules, but the answer changes fast when power amplifiers, modified radios, or 10-meter equipment enter the picture.
For US operators, Citizens Band Radio Service is regulated by the FCC under Part 95 rules. Those rules are straightforward, but they matter. Knowing where the line is keeps a useful radio setup from becoming an illegal one.
Do CB Radios Need a License Under FCC Rules?
No. You do not need an FCC operator license or an individual station license to transmit on the 40 authorized CB channels in the United States. That applies to personal users, truck drivers, off-road groups, rural property owners, and many business users who need short-range voice communication.
CB channels operate around 27 MHz, from 26.965 MHz through 27.405 MHz. A standard FCC-certified CB radio is built for that band and its authorized modes. You can legally use AM, FM, and single sideband where the radio supports them, as long as the unit is certified for CB service and you operate it within the service rules.
No license does not mean no rules. CB remains a shared public radio service. Your transmission can travel well beyond the vehicle beside you when skip conditions are active, especially on SSB. That makes clean installation, legal power, and sensible operating habits more than technical details.
The Power Limits That Matter
The biggest point of confusion is power output. For CB service, the FCC limit is 4 watts carrier power on AM and FM. For SSB, the maximum is 12 watts peak envelope power, commonly called PEP.
That is the legal limit at the transmitter output. It is not a suggestion, and it does not change because a radio has a high-power final, a power microphone, a modulation adjustment, or an external amplifier in the setup.
An external RF amplifier is not legal for CB transmission. A linear amplifier may be a performance product in an authorized amateur-radio application, but it is not a legal way to increase CB output. The same applies to radios that have been modified to exceed CB power limits. More wattage may sound attractive, but it can create interference, attract complaints, damage equipment, and put the operator outside FCC rules.
A better CB station is usually built around the basics: a quality antenna, solid coax, proper grounding, low SWR, and a radio matched to the job. A clean 4-watt CB signal feeding an efficiently tuned antenna routinely performs better than a poorly installed high-power setup. For mobile users, antenna placement and tuning often produce the biggest real-world improvement.
FCC-Certified CB Radios Versus Modified Equipment
Not every radio that can transmit near the CB band is legally a CB radio. This matters when shopping for performance-oriented equipment.
A legal CB unit is FCC-certified for Citizens Band use. Its channel coverage, power capability, and transmit design are approved for that service. Many compact truck radios and SSB-capable CBs fit this category and can be operated without a license when used as intended.
A radio marketed as a 10-meter amateur transceiver is different. It may have features that appeal to CB operators, including higher output capability, expanded frequency coverage, variable power, or added bands. But it is not automatically legal to transmit on CB channels just because it can be modified, converted, or programmed to reach them.
Converting a 10-meter radio for CB frequencies does not make it FCC-certified for CB service. In practical terms, treat the radio according to the service it was designed and authorized for, not according to what a modification video says it can do. The same caution applies to so-called export radios. Their capabilities may be impressive, but capability and legal authorization are separate issues.
When a 10-Meter Radio Requires a License
The 10-meter amateur band is not CB. To transmit on amateur 10 meters in the United States, you need an FCC amateur radio license with operating privileges on that portion of the band. A Technician-class license provides privileges on a limited segment of 10 meters, while General and Amateur Extra licensees have broader access.
You can receive amateur transmissions without an amateur license. The license requirement begins when you key the microphone, send CW, or otherwise transmit. Amateur operators also use an assigned call sign and must follow amateur-service rules on frequency use, identification, emissions, and power.
This distinction is worth getting right before selecting equipment. A CB radio is the direct choice for legal 40-channel CB operation with no operator license. A 10-meter radio is an amateur-radio product, and it is the right choice when you hold the proper amateur license and want access to the amateur bands and their operating flexibility.
For enthusiasts who want both services, the clean approach is two separate, properly installed radios. That avoids frequency confusion, keeps each station within its intended rules, and lets you optimize antennas and operating practices for the band you are actually using.
Antennas, SWR, and Installation Still Count
You do not need a license to install a CB antenna, but you do need to install it correctly. A high SWR can reduce performance and put stress on a transmitter. Before regular use, tune the antenna system and confirm that the SWR is acceptable across the channels you expect to use.
For a mobile installation, use a sound ground-plane strategy. A metal roof mount usually provides better all-around performance than a compromised mounting location, although the right solution depends on the vehicle. Fiberglass-body vehicles, mirror mounts, toolboxes, roof racks, and dual-antenna systems all require careful attention to bonding, coax routing, and antenna tuning.
Base antennas have limits as well. FCC rules restrict how high a CB antenna structure may extend above the ground or a supporting structure. Local zoning, HOA restrictions, and aviation considerations may also apply. A taller antenna is not automatically a better installation if it creates a safety or compliance problem.
What You Can and Cannot Do on CB
CB is for two-way communication, not broadcasting. You can use it to coordinate on the road, communicate within a work area, call between vehicles on a trail, or stay in touch around a rural property. Channel 19 remains the familiar highway channel in many areas, while Channel 9 is traditionally monitored for emergencies in some locations.
You cannot use CB to transmit music, encrypted messages, or obscene content. You also cannot use repeaters or run an amplifier. Avoid intentionally interfering with another operator, and keep your transmission on an authorized channel. CB is shared spectrum, so long key-downs and unnecessary noise affect everybody listening.
There are also distance restrictions in the rules for routine CB contacts, although changing propagation can make long-distance signals unavoidable. If skip is rolling and distant stations are booming in, use good judgment. The goal is useful communication, not treating CB like an unrestricted high-power hobby band.
A Practical Buying Check Before You Transmit
Before installing a radio, confirm three things: it is FCC-certified for CB operation, its output is within CB limits, and the antenna system can be tuned to a safe SWR. If you are choosing between a standard 40-channel mobile CB, an SSB CB, and a 10-meter radio, start with the service you plan to use rather than the biggest advertised power number.
For legal no-license CB operation, a properly certified radio, a well-tuned antenna, and clean installation are the performance foundation. Before you key up, make sure the radio, frequency, and power level all belong together.
